Well I very much doubt that it's a coincidence that a character with Lily's last name happened to show up in the book in which we learn it. I mean, he could have just said "I know you did the boy down the road two nights ago." So if he's not a relation he's at the very least a red herring.
There are a couple of options: 1. She planned to add him then but put it off. 2. Half Blood Prince originally related to Voldemort/Tom Riddle but now relates to someone else.
