Because writing back to the person personally with a civil 'Sorry, I don't take requests, please don't ask again.' would be so hard? I can understand getting pissy at people who repeatedly do it after being told not to or who do it in a really rude way, but from someone who tells you that your stuff is great and suggest a couple of quotes they would like used just seems unnecessarily arrogant and rude. This is still a fellow human being, even if they break your (unwritten) 'rules'. It's not like they posted something saying 'OMG, these suck so hard, where are my icons with THESE quotes on them, make them now!!'.
